"Ministers rule out young driver road safety scheme"

Earlier this month, the Association of British Insurers (ABI) called for an overhaul in how young people learn to drive. The proposal from ABI wanted time restrictions to be placed on a young person’s driving habits for the first six months after they have passed their test, banning them from driving between 11pm and 4am. The suggestions were brought forward following a recent report from ABI into how to reduce the high crash risk young drivers represent and to bring down their motor insurance premiums. However, I just read an update from a post on Confused.com's website that says the government admits that it has no plans to introduce these new laws and quotes road safety minister Stephen Hammond, who said he has ruled out implementing these proposals, but will "keep the policy under review". The Confused.com post includes the ABI's response to this and also balances the debate with comments from organisations who don't think such restrictive driving laws should be placed on young drivers.
